Breaking Point- California’s Overcrowded Prisons- Shackled California’s prison system is severely overcrowded, and in 2007 the federal government threatened a takeover of the system if solutions to the crisis were not found. A guard prepares to shackle an inmate before transfer at Deuel Vocational Institute, a California State Prison, in Tracy CA Friday March 30, 2007. As a transfer point, inmates arrive at Deuel each morning from sentencing in county courts, and others are shuffled off to other state prisons where they will serve their sentences.
