Maputo: Benfica district. Arsenia is 4 years old and has a mental deficiency. She lives in a centre for abandoned children and women because her father has also a mental deficiency and cannot mantain her. She is extremely lively.
The centre is directed by a dutch priest. There are no public institutions for this kind of problem. Mozambicans are paying a high price to follow the requests of macroeconomics. Almost no investments were made for the infrastructures even less in human resources: schools and healthcare are still a terrible mess. The reforms have cut down the welfare state in the cities.
