Perhaps ironically, a depressed housing market caused by the economic decline, was a vital factor in helping the refugees establish themselves. Refugees, especially from the Bosnian community, have purchased cheap properties which had been abandoned before their arrival and they have now renovated entire neighborhoods. “Utica loves refugees,” Gene Dewey, the Assistant Secretary of State in the Bureau of Population, Refugees and Migration in Washington, told a Senate hearing last year. “Utica has benefited from refugees. The town was going downhill, but it is now reviving because of refugees.”
